A) My working situation:
B) My challenge for the
workshop:
The SDRA-Programme in Bolivia
("pro-CAP") was initiated at the end of 2004 with a
initial (pilot) phase of one year. We are co-financing 6 SDRA-projects,
executed by 6 different institutions, some of them specialized,
others just experienced, in skills development or vocational training.
4 of these partner institutions are located in rural villages,
the other 2 in medium sized regional towns. The 6 projects, with a
duration of up to 8 months, are all oriented on
productive activities of rural populations and they aim
at an increase of income of the beneficiaries (who mostly
will work as self-employed micro-entrepreneurs or agricultural producers),
through the improvement of quality, diversification of produce and/or
improvement
of access to markets, for example in the following
areas:
production of textiles for tourism market; transformation of milk, especially
production of cheese; breeding of pigs and
transformation of pork meat.
My challenges for the SDRA-workshop
therefore are:
* How to make sure the local relevance
of the trainings' contents? In the sense of: do the
contents of
the trainings respond to a market demand - either of
the consumer
market (in the case of specific products) or of the
labor
market (in case of services or acquired skills)?
* How to assure en effective learning
process, in order to be able to formulate a broader,
medium-term programme for SDRA, based on the specific experiences
and lessons learnt of the 6 pilot projects?
C) My contribution:
Nothing specific; just experience of the
above mentioned project.
D) My topical interests:
Priority 1: Organizing Demand and Supply of
Trainings
This is about making sure that all the
players in SDRA have enough information about what is
available, what should be developed and how to make the
supply and demand for
SDRA-efforts meet each other.
Priority 2: Training Center (and outreach)
This is about designing, organizing,
managing and funding a combination of a fixed training
center with various
outreach programs that reach into villages.
Priority 3: Launching and monitoring
This is about how to launch and steer SDRA
programmes, and how to monitor progress in a way that
results in continuously improved efficiency.
